F. Latėnas was born in 1956, in Dusetos, Zarasai district. After graduating M. Melnikaite Secondary School, he started studying in J. Gruodis Music School in Kaunas. In 1980 F. Latėnas graduated from the Lithuanian State Conservatory (now the Lithuanian Music and Theatre Academy) and acquired the specialty of composition. In 1979-1990 he was working as the head of the music department in Vilnius Theatre Lėlė and in 1990-1991 he was the head of the Theatre. In 1991-1995 he was the head of the music department in the State Small Theatre of Vilnius. In 1995-1996 he was the head of the Lithuanian State Academic Drama Theatre. In 1996 F. Latėnas became a deputy minister of the Culture of the Republic of Lithuania. From 1997 to 1999 he was the Cultural Consultant for the Government of the Republic of Lithuania and in 1999-2005 – an Adviser for Culture of the Prime Minister. In 1999 F. Latėnas won the competition of the Lithuanian National Drama Theatre and became the General Director. From 2000 he was the head of the State Small Theatre of Vilnius. In 2005 for the second time he became a Deputy Minister of the Culture of the Republic of Lithuania. From 2006 he was the Adviser of the Prime Minister of the Republic of Lithuania. Until his death in 2020, F. Latėnas worked as the deputy in the State Small Theatre of Vilnius.

F. Latėnas created music for more than 200 performances in various theatres, for more than 20 movies, TV plays, orchestras, solo instruments, vocals and choir, and other. The composer’s work has been appreciated by numerous awards and prizes, his work was a significant contribution in Vilnius Theatre Lėlė as well: in 1986 his music for the plays Nightingale (director V. Mazūras) and Wonderful MotherDoe (director J. Daraškevičius) was awarded in the 7th Baltic Republics' and Belarusian Puppet Theatre Festival (Riga).
